12:15 p.m. A backpack was found on the beach on Point White Drive Northeast.

It washed ashore the day before. The backpack belonged to a Bremerton man who police discovered was a transient with a history of mental illness.

1:09 p.m. Police stopped a driver on Highway 305 after seeing him talking on a cell phone.

The driver said he wasn’t talking on a cell phone but was drinking from a water bottle. He said he did not have a driver’s license in Washington but had a Tennessee license.

Police discovered he was not licensed to drive and was suspended in the third degree for unpaid tickets. He was cited and given a court date.

5:34 p.m. A 51-year-old Poulsbo man in a 2006 Ford F450 reported a hit-and-run on Cherry Avenue and Dingley Road.

The man, a Comcast worker, had parked his truck on the road and put out cones to direct traffic around his truck. He said a white or light gray VW hatchback tried to squeeze by his vehicle but the car hit the lug nuts on his truck.

The other car was damaged on the front fender as it tried to drive past, but the man said his truck was not damaged.

He said the other driver was a young woman and accompanied by a male, who said he was trying to teach the young woman how to drive. When the Comcast worker asked for their insurance, they drove off.
