BI customers experience more frequent and longer power outages than many other PSE customers. That occurs because of aging equipment, the lack of a second power source without a looped system (redundancy), trees falling on transmission lines and difficult access to some existing infrastructure.

A new grid infrastructure and energy efficiency programs to improve transmission reliability and address distribution capacity is PSE’s solution. It involves: Replacing and upgrading the Winslow Tap transmission line; Building a new 115 kV transmission line to create a looped system; Upgrading the Murden Cove and Winslow substations; and encouraging customers to reduce energy use and save money with Flex Smart+.

Heat pumps

The city has partnered with Kicking Gas to bring high-efficiency heat pumps to Bainbridge Island residents at a reduced cost.

Residents can attend monthly information sessions and take an eligibility survey to determine if they qualify for the program, which is focused on low- and moderate-income households. Electric heat pumps are an effective home heating and cooling technology that will help residents reduce carbon pollution, and improve air quality and comfort in their homes while saving money on energy bills.

The city’s contract with Kicking Gas is for $280,000 and will provide education, resources and financial assistance. The city anticipates the initiative will support up to 25 households. Those who install the pumps are eligible for discounts of 50% to 100% off installation costs up to $10,000, depending on income. Go to the city website for details.
