Islander arrested on drug charges

A 34-year-old Bainbridge Island man was charged with possession of a controlled substance in Kitsap County District Court after police responded to a report of a man slumped over the steering wheel of a vehicle parked on Miller Bay Road in Poulsbo with a pipe in his lap.

A 34-year-old Bainbridge Island man was charged with possession of a controlled substance in Kitsap County District Court after police responded to a report of a man slumped over the steering wheel of a vehicle parked on Miller Bay Road in Poulsbo with a pipe in his lap.

Jacob Arthur Miller was charged with the felony Dec. 31 in Port Orchard.

Court documents claim that a Kitsap County sheriff’s deputy responded to a report of a man who was parked on the side of the road outside a boat dealership in Poulsbo just after 8 p.m. Dec. 30.

Police allegedly found Miller laying across the passenger seat of the vehicle. The deputy knocked on the window, and after talking to Miller, said he appeared to be under the influence of narcotics.

The deputy saw burnt foil on the passenger seat, and a plastic smoking device next to it along with pills wrapped in cellophane.

Miller allegedly told the officer the pills were his Xanax prescription, but he did not have a prescription bottle for the Xanax. He was arrested for possession of drug paraphernalia and possession of a controlled substance.
