An off-island development company that is pursuing a handful of housing projects on Bainbridge has submitted another application with city planners for a new subdivision on the island.
DeNova Northwest, a Kent-based development firm, has submitted a preliminary subdivision application with the city of Bainbridge Island’s planning department.
The company submitted an environmental checklist earlier this month for a subdivision called Madison Grove.
City planners announced the application, and a comment period on environmental issues for the subdivision, on Dec. 23.
DeNova Northwest is seeking permission to subdivide four parcels of land that sit south of Ihland Way, between Madison Avenue and Nakata Avenue.
The proposed subdivision is linked to Madison Avenue via a driveway called Duane Lane.
The land for the new neighborhood totals 2.26 acres and would be split into eight lots for eight new homes, plus a tract for utilities.
Approximately 2 acres of the property would be graded for development, according to information provided by DeNova Northwest, and nearly half of the property (48 percent) would be covered by impervious surfaces such as drives, homes, the access road and sidewalk when building is complete.
DeNova also noted in its application that nearly one acre would be replanted after construction.
One wetland has been identified on the land, on the west side of the property, and is roughly 500 square feet in size. The developer plans to put a fence around the wetland and have it protected via a covenant on the subdivision’s Lot 8.
The new homes would be hooked up to the city’s water and sewer system.
Currently, a two-story home, barn and shed sit on the property.
The developer hopes to tear down those structures, all built in 1906, to build the new subdivision. A demolition permit has already been obtained by the developer, according to DeNova Northwest.
The current zoning for the property allows residential development of the land.
The subdivision is expected to have a population of 18 people, based on the developer’s calculation of 2.2 people per residence.
A traffic study was completed in November for the project by Gibson Traffic Consultants. The consultant estimated the new neighborhood would create 76 new daily car trips on local roads.
The developer expects to pay traffic impact fees that would be used to pay for improvements at the Madison Avenue and Wyatt Way intersection to mitigate any impacts caused by new residents.
The new homes would be for “middle income” residents, according to DeNova Northwest, but the developer also noted “the type of building to be constructed on the property has not been developed at this time.”
The company hopes to start home construction in the summer of 2017 and finish the project by the following summer.
Comments on the environmental review of the project will be accepted until Jan. 6.
DeNova Northwest has several other projects underway on Bainbridge.
The company filed an application in October for a new subdivision, called the Reserve at Winslow, that is planned for 8.6 acres on the east side of Finch Road just north of the New London Court cul-de-sac.
The development firm is also pursuing a 19-home subdivision, called Winslow Grove, on a former Christmas tree farm on Weaver Road across the street from Rotary Park. According to the company’s website, that project is currently in the development and design phase, with construction planned for summer 2017.
The company has also finished building nine homes on Solana Lane Northeast, in a large-lot development called Timberbrook.
