New Bainbridge police chief to start soon

Bainbridge Island’s new police chief will join the island force in a few weeks — while the city, county and state remain on a “Stay Home, Stay Healthy” lockdown due to the COVID-19 outbreak.

The first day at work for Joseph “Joe” Clark Jr., Bainbridge’s new top cop, will be Monday, April 20.

The city announced Clark had been chosen to lead the Bainbridge Island Police Department on March 16.

Clark was picked from a field of three finalists that included Carl Nielsen, police chief for Centralia, and David “Dave” Westrick, the police chief of Hollister, California.

The city council unanimously approved an employment agreement for Clark at a special meeting March 24.

Most of Clark’s 34-year career in law enforcement has been with the Norfolk Police Department.

He most recently served that department as deputy chief of police, a position he was promoted to in 2017.

The new chief will take over the department from Acting Police Chief Scott Weiss, who was installed after interim chief Jeff Horn resigned last November.

Horn had been deputy chief, but rose to the top spot in the department on a temporary basis after the resignation of previous chief Matthew Hamner, who resigned in January 2019 to take a job as chief in Banning, California.

One thing is certain for Clark’s arrival: the stars are already in alignment.

Earlier this year, before the announcement of who would be the new chief, the city ordered a new set of rank insignia that will adorn the chief’s uniform.

The city ordered a set of stars for their next chief in January, from 911 Supply, Inc. in Burien at a cost of $54.38, records show.

The rank will likely be three stars.

That’s what Hamner wore on his collar, as did former chiefs Jon Fehlman and Matt Haney.
